GENERAL INFORMATION FOR SUBSTITUTES
SUBSTITUTE TEACHERS AND PROFESSIONAL ETHICS
The teacher's absence reflects an unusual condition which cannot be judged fairly on brief acquaintance. Furthermore, school regulations usually take on new meaning as the reasons for them become clear. Knowing this, substitute teachers should concern themselves with their own contribution to the situation in which they were called upon to help. A substitute teacher should avoid criticism of the regular teacher, other staff members, or students, except when formally presented to the principal in the interest of the school.
QUALIFICATIONS
Application
Persons who wish to serve as substitute teachers apply by filling out a substitute teacher application and presenting official college transcripts and a valid teaching certificate to the Human Resources Office. All new substitutes must also complete the TeacherInsight Interview on-line.
In addition to filling out a substitute teacher application, those applying to be a "local sub" must also complete the following:
- Submit official transcripts that indicate receipt of a bachelor's degree or successful completion up through the junior year in a teacher education program
- Complete the TeacherInsight Interview
- Attend a required Local Substitute Teacher Orientation
Teacher Insight Interview
LPS believe that substitutes are critical to the continuation of student learning, achievement and success in the classroom. We are committed to selecting substitutes who will help students learn, achieve, and be successful.
As a new component in our application process for all new-to-LPS substitutes, we have included a web-based interview, called the TeacherInsight Interview, which must be completed prior to activation as a substitute with LPS. If you have already complete the TeacherInsight interview as part of an earlier application process (for local substituting or a teacher applicant file), you do not need to complete this again. It will be included in your substitute file. If you completed the former Teacher Perceiver interview with LPS at an earlier time, you do not need to complete the TeacherInsight Interview.

- This web-based interview will require approximately 40-45 minutes of uninterrupted time.
- You will create an account with an e-mail address and a password
- TeacherInsight consists of multiple choice, Likert-type items (responses on a one-to-five scale) and open-ended items in which you write your responses.
- Specific instructions are contained within the TeacherInsight.
- Following completion of the interview, Gallup will forward us the results which we will review.
Certification
Substitute teachers must have a regular Nebraska Teacher's Certificate, a Substitute Teacher's Certificate, or a Local Substitute Teacher's Certificate. This certificate must be registered in the Human Resources Office of the Lincoln Public Schools.
METHOD OF NOTIFICATION
Lincoln Public Schools uses SubFinder/WebConnect - an automated teacher absence and substitute calling/electronic notification system. Each teacher in Lincoln Public Schools is expected to enter his/her absence with SubFinder. When the absence is entered, if a substitute is required, SubFinder will promptly seek to fill the absence by calling an appropriately registered and certified substitute teacher. The absence will also be evident on WebConnect as an available assignment for substitute teachers to accept.
Substitute teachers need to contact SubFinder promptly if they become ill or otherwise unable to be at their assignment. Also, substitutes should contact SubFinder to indicate days they are unable to substitute.

INCLEMENT WEATHER
School closing information is broadcast, if possible, on the 10:00 p.m. news on the evening prior to the "weather day" or on local radio stations, beginning at 6:00 a.m. The current policy states that a substitute does not receive pay for weather-related cancellations that occur before the school day begins.
Substitutes who are working in a long-term position (more than 10 consecutive days in the same position) and work on the days before and after the canceled day(s) will be paid for the canceled day(s).
SUBSTITUTE APPRAISAL
Each substitute who serves during a school year may be appraised informally by the building principal. Forms are available for principals and teachers to provide input about a substitute teacher to the Human Resources Office. Staff is encouraged to write comments on these form. If the principal or teacher has concerns, a report may be submitted to the Human Resources Office. If a number of negative reports are submitted, the substitute may be asked to have a conference with one of the Human Resources administrators. A decision will be made either to permit the substitute to remain on the list or be removed from the list of active substitutes.
PAYROLL PROCEDURES FOR SUBSTITUTE TEACHERS
Substitute teachers must stop in the office at the beginning and end of their assigned teacher time. They must sign the Time Report Sheet to assure proper payment. A copy of the time report should be kept by the substitute teacher for comparison with his/her paycheck. Call the Payroll Office if there is a problem with a paycheck. All applicable Time Report Sheets need to be available for reference at the time of the call.
Proposed 2006-2007 salary rates for substitute teachers:

Substitute teachers are paid for a half-day working up to 3.75 hours and for a full-day for any teaching over 3.75 hours.
When a regular teacher is a part-time teacher and a part-time paraeducator, the substitute will be paid for substitute teaching the same portion of the day as the teacher and paid substitute paraeducator rate for those hours worked as a paraeducator.

PAYROLL PERIOD
Substitute teachers are paid once a month for the days worked between the 11th of the previous month and the 10th of the present month. Payroll warrants are mailed to the substitute's home or automatically deposited. To have your paycheck automatically deposited, a form must be filled out in the Payroll Office.

INFORMATION FOR RETIRED TEACHERS
Substitute Teaching and Receiving Social Security at the Same Time
Retired teachers can continue to work and still get all of their Social Security benefits as long as their earnings are under certain limits. These limits increase each year as average wages increase. In 2006, the earnings limits are $12,480 for people under 65. There are no earnings limit for people age 65 and older.
Retired teachers can work and earn up to the limit and still get all their Social Security benefits. If their earnings go over the limit, some or all of their benefits will be withheld. The following is an example:
If you are full retirement age, $1 in benefits will be deducted for each $2 earned above $12,480. For more information, call Social Security to ask for How Work Affects Your Benefits (Publication No. 05-100069).
